Brookhaven Town Board Completes Environmental Review of Caithness II Project, Finding No Adverse Impacts

YAPHANK, NY  June 10, 2014  The Brookhaven Town Board today issued findings based on the Final Environmental Impact Statement (FEIS) prepared for the proposed Caithness Long Island II (Caithness II) power plant project, a 750-megawatt (MW) combined cycle, natural gas-fired plant to be built on industrial zoned property in Yaphank. The Town Board’s findings concluded that the analyses in the FEIS show that the Caithness II project, based on its location and design, will not cause any significant adverse environmental impacts. The Town Board has now completed its State Environmental Quality Review Act (SEQRA) review obligations.
The Caithness II project underwent an extensive environmental review process taking into account air quality, noise, traffic, visual impacts, economic and socioeconomic considerations. Public comments were received over a two-month comment period and a public hearing was held on January 28, 2014. On May 6, 2014 the Town Board voted to accept the FEIS, which was prepared in accordance with SEQRA.
Over the course of the past year, Caithness conducted extensive community outreach meetings, briefings and plant tours with a variety of stakeholders including business, civic and environmental groups, labor leaders and government officials. Caithness II has received the endorsement of a number of influential organizations including the New York League of Conservation Voters, the Long Island Association, the Hauppauge Industrial Association, Long Island Metro Business Action (LIMBA), the Building and Construction Trades Council of Nassau and Suffolk Counties, the Sustainability Institute at Molloy College, the Neighborhood Network, Vision Long Island, the Board of Education of the Longwood Central School District, the Yaphank Fire District and several local civic associations.
On June 4, 2014 the Suffolk County Planning Commission unanimously recommended approval of the special use permit pending before the Brookhaven Town Board for the Caithness II plant. In March 2014, the Long Island Regional Planning Council designated the proposed Caithness II power plant project as a Project of Regional Significance,citing the considerable regional benefits it will bring to Long Island.
Caithness II was selected as the finalist by the Long Island Power Authority (LIPA) in July 2013 after an extensive analysis of 45 potential projects submitted in a highly competitive procurement process, subject to Caithness satisfactorily completing the necessary environmental review and negotiating an acceptable power purchase agreement with LIPA. LIPA chose Caithness II as the best project to meet the Authority’s capacity and energy needs, while providing the greatest value to its customers and the environment.
Construction on Caithness II is expected to begin in the latter part of 2015.
